Consideration and Approval of a Retail Marijuana Center License Renewal for J and J Enterprises, Inc. dba Pagosa Therapeutics

This is a renewal of a Retail Marijuana Center license for J and J Enterprises, Inc. dba Pagosa Therapeutics located at 235 Bastille Drive in Pagosa Springs, Colorado.  This renewal includes no changes.  The application is complete and the proper fees have been paid.  The Sheriff's Office, County Building Department and Fire District have completed their inspections and found no issues.  The financial impact to the county is the fees paid per the county fee schedule and staff recommends approval of this license renewal.

Consideration of Resolution 2021-____ Appointing Anne Marie Sukcik to the Tourism Board

This is a resolution to appoint Anne Marie Sukcik to the open lodging seat on the Pagosa Springs Area Tourism Board for a two (2) year term.

Consideration and Approval of Letter of Support for V Rock Land & Water Conservation Fund Acquisition

This letter of support to the USDA Forest Service provides the Board of County Commissioners' support for funding to acquire the V Rock property located off of Forest System Road 663 (Buckles Lake Road).

Consideration of Resolution 2021-_____ To Un-Consolidate 1 Lot into 3 Lots in Pagosa Hills Subdivision No 4, owned by Tina M. Gallegos

This request is to consider a Resolution authorizing the un-consolidation of Lot 18X, in Pagosa Hills Subdivision No.4, to become Lots 18XA, 19AA, and 19ZA, owned by Tina M. Gallegos. This un-consolidation has been reviewed and is recommended for approval by the Development Services Director. The impact to the County budget includes fees paid per the County Fee Schedule.

Consideration of Resolution 2021-____ Adopting an Addendum to the Archuleta County Personnel Policy and Procedures Handbook

This resolution adds an Addendum to Section 209 of the Archuleta County Personnel Policy and Procedures Handbook to provide parameters for Extra Duty Pay.

Consideration of Resolution 2021-____ Adopting the Archuleta County Equal Employment Opportunity Program

The Archuleta County Equal Employment Opportunity Program is to affirm the County's commitment to the principles and philosophy of equal employment and the needs for efforts to ensure that Archuleta County's workforce is best able to serve the needs of our diverse community.

This is a requirement for a grant that was received by the Sheriff's Office.

Consideration and Approval of Letter to San Juan Basin Public Health Requesting Information

This letter to San Juan Basin Public Health requests the agency to provide certain information to the County Investigative Health Committee.

Re-Consideration and Approval of COVID County Employee Pay

This agenda item was first presented at the August 24, 2021 regular meeting and was tabled to September 7, 2021.  This item is to award county employees who did not use any of their allocated COVID leave pay.  Employees eligible for this pay must have been employed with Archuleta County on or before March 16, 2020 and must be a current employee.  The pay would be $2,000 for full-time employees and pro-rated for part-time employees.

NEW BUSINESS

A.

Consideration and Approval of “Companion / Home Visitation Provider for Older Adults served by Adult Protection Services (APS)”

The Administration for Community Living (ACL) established the “Coronavirus Response and Relief Supplemental Appropriations Act of 2021: Grants to Enhance Adult Protective Services to Respond to COVID-19” funding opportunity to implement Section 2042(b) of Subtitle B of Title XX of the Social Security Act, otherwise known as the Elder Justice Act (EJA). The purpose of this opportunity is to enhance and improve adult protective services provided by states and local units of government.  A Companion / Home Visitation Provider will provide social support, act as a partner for favorite hobbies and activities, and engage in friendly conversation with APS clients in their homes or in the community on a weekly basis for approximately 2 hours per visit, per APS client (approximated to be 4-5 clients at this time).  The Companion / Home Visitation Provider will offer companionship and a steady connection to the community through weekly in-home visits.

An RFP for the Companion/Home Visitation Provider was advertised online and on the county website.  A total of 2 bids were received and the low bidder was Bill Salmansohn.  Staff recommends awarding this contract to Axis Health Systems for a cost not to exceed $10,000 during funding phase 1, with option of renewing contract during funding phase 2 and 3.  There is no county match and ACDHS plan for spending has been approved by CDHS.

Consideration for Commitment of Conservation Trust Funds for Pickleball Courts

On August 24, 2021, the Pickleball Club presented a request for assistance in funding eight pickleball courts to be constructed in Yamaguchi Park.  This item provides a commitment to fund $100,000 from the Conservation Trust Fund in 2022.

Consideration of Resolution 2021-___ Amending the County Fee Schedule to Provide an Exemption of Solid Waste Fee Increase for Veterans

On August 17, 2021, the Board approved changes to the County Fee Schedule, which included an increase in fees for Solid Waste.  This resolution revises the Fee Schedule to provide an exemption to the fee increases for eligible veterans.  The Solid Waste fees for eligible veterans would remain at the prices listed on the County Fee Schedule in March 2021.  Eligibility requirements include possession of a Veterans ID card, must be a full-time resident of Archuleta County, cannot be dumping commercial loads and is limited to two visits per year.
