This is a renewal of a Hotel & Restaurant liquor license for Ho's Shanghai Corp. dba Shang Hai Restaurant located at 20 Village Drive in Pagosa Springs, Colorado. This renewal includes no changes. The application is complete and the proper fees have been paid. The Sheriff's Office and the County Building Department have completed their inspections and found no issues. The financial impact to the County is the fees paid per the County Fee Schedule and staff recommends approval of this liquor license renewal. This document was first created in 2014 and is being updated for 2022. The only change from the original is the Revision Date and a minor correction to the definition of NOTAM. This letter provides the Board of County Commissioners' support of the Town of Pagosa Springs in their acquisition of property dedicated to construction of affordable housing units and for their application to DOLA for grant funding for it. Commissioner Schaaf signed this letter of support on March 4, 2022.
Attached for public hearing and final consideration is Amended and Restated Ordinance 20-2018. This amended and restated ordinance was approved on first reading at the January 18, 2022 Regular Meeting of the Board of County Commissioners. The ordinance was published in full in the Pagosa Sun on January 27, 2022 and there have been no changes to the ordinance except for the Certification page from the first reading.
Following numerous discussions and presentations, the Board of County Commissioners will consider whether San Juan Basin Public Health should or should not remain as the District Public Health Agency for Archuleta County.
This Amendment to the Contract dated October 19, 2021 between Jviation and Archuleta County adds fees for engineering services. Once approved, the Amendment will be signed via Docusign by Commissioner Schaaf.
In October 2021, the Pagosa Springs History Museum requested an annual allotment of $10,000 to help the museum sustain operations.
In July, 2021, the Ruby Sisson Library Foundation requested funding from the Board of County Commissioners to assist with the construction costs for the expansion of the library. The request was for $20,000 per year for five years, for a total contribution of $100,000.
At the work session on March 8, 2022, the Veterans Memorial Park Charitable Foundation requested $50,000 to assist in funding the completion of the parking lot at the park. These funds could possibly be taken from the Conservation Trust Fund.
Habitat for Humanity has requested a waiver of the building permit and landfill fees for the two homes being constructed on North Pagosa Blvd. This request is not expected to exceed $3,000.
This Intergovernmental Agreement between CDOT (for FHWA Grant) and Archuleta County is for the rehabilitation or replacement of the bridge structure located on County Road 500 (Trujillo Road) at Pagosa Junction. The contract total is $266,000 with a 20% match ($53,200). This cost is for the construction only; CDOT will provide design assistance. Upon approval, the document will be Docusigned by Commissioner Schaaf.
This letter provides the Board of County Commissioners' opposition to the proposed collective bargaining bill.
Open bids were advertised in the Pagosa Sun and three were received for the Cloman Blvd. Asphalt Surfacing project, which entails surfacing 1.2 miles of Cloman Blvd. with conventional construction including reclamation and 4.5" of asphalt. There will also be a large amount of new gravel supplementing the existing to raise the road for protection from flooding. Kilgore Company dba Elam Construction was the lowest bidder. Staff recommends awarding this contract to Elam.
