A. Consideration and Approval of Minutes from December 20, 2023 Planning Commission Regular Meeting

NEW BUSINESS:

 

A. Election of Officers

Election of the Planning Commission Chairman and Vice-Chairman

 

B. Public Meeting to Review PLN23-194, ARX Wireless, CMRS Tower, Board Conditional Use Permit

ARX proposes to construct, operate and maintain a 150-foot wireless communications facility at 246 Horseshoe Circle, Pagosa Springs, CO 81147 ("Project"). The Project will include a 150-foot monopine (stealth) communications facility that will support the antennas of up to 4 wireless carriers and a 50-foot x 50-foot compound area enclosed by a 6-foot chain link fence in which the carriers' equipment will be located. ARX intends to use the existing access road and add 50-feet of graveled access road to reach the compound. Finally, ARX will locate a utility easement, all as shown on the attached site plans. 

 

C. Review and Recommendation of Proposed Changes to the Planning Commission By-Laws

Review of proposed changes to the Planning Commission By Laws. Final draft will be sent to the Board of County Commissioner for final approval and ratification.

 

D. Consideration and Recommendation Regarding Application for New Planning Commission Member

Per the Archuleta County Planning Commission Rules and Bylaws, the Planning Commission will consist of five (5) regular members and one (1) associate member. The regular member positions are all currently filled, but there is a vacancy for the associate member. The Planning Staff has received an application from someone interested in filling the vacancy. Planning Commission shall review this application and make a recommendation to the Board of County Commissioners regarding the applicant for this vacancy. 

 

E. Discussion Regarding Changes to the Archuleta County Land Use Regulations

Review of Proposed changes to the Archuleta County Land Use Regulations. These changes are regarding Short Term Rentals, Neighborhood Meetings, and Animal Regulations.
