Consideration and Approval of Regular Meeting Minutes of December 12, 2023

Draft of the regular meeting minutes of the Board of Health from December 12, 2023.

Ratification of Master Task Order and Related Task Orders with Colorado Department of Public Health & Environment

These Task Orders were all necessary to be signed prior to the opening of the Archuleta County Public Health Department in order to get all the services in place before January 1, 2024.  Each task order was signed by either the Chairman of the Board of County Commissioners or the County Manager and now need to be ratified by the Board of Health.

Ratification of Public Contracts for Service

These Public Contracts for Service - one with John Kutzko for pharmaceutical services and one with Dr. David Shaeffer for medical advisory services were approved by the Chairman of the Board of County Commissioners on December 19, 2023 and now need to be ratified by the Board of Health.

D.

Ratification of Memorandum of Understanding with Pueblo County for the Colorado WIC Breastfeeding Peer Counselor Texting Program

This MOU provides the terms for shared breastfeeding peer counseling support via the peer counseling texting program.  The document was signed by the Chairman of the Board of County Commissioners on December 19, 2023 and now needs to be ratified by the Board of Health.

Ratification of Novation Agreement with the U.S. Environmental Protection Agency and San Juan Basin Public Health for Grant Agreement

This Novation Agreement transfers the terms of an EPA grant from San Juan Basin Public Health to Archuleta County.  The document was signed by the Chairman of the Board of County Commissioners on December 19, 2023 and now needs to be ratified by the Board of Health.

Consideration and Designation of the President and Other Officers of the Board of Health

Pursuant to C.R.S. 25-1-508(4)(a), the County Board of Health (the "Board") is required to organize and choose one member as the President and other officers as it shall determine.  In the event of the President's absence, the Board shall also choose a member as the Vice President.

Pursuant to C.R.S. 25-1-508(4)(b)(II), the County Board of Health (the "Board") may adopt, and at any time may amend, bylaws in relation to its meetings and the transaction of its business.

Consideration of Resolution 2024-____ Establishing a Location for the Posting of Official Board of Health Notices and Setting Meeting Dates for the Calendar Year 2024

Pursuant to C.R.S. 25-1-508(4)(b)(I), the County Board of Health (the "Board") is required to hold regular meetings at least once every three months at such times as may be established by the Board.

Consideration of Resolution 2024-____ Adopting the Archuleta County On-Site Wastewater Treatment System Regulations

In compliance with the On-Site Wastewater Treatment System Act, C.R.S. 25-10-101, et seq,  and state regulations, the Archuleta County On-Site Wastewater Treatment System regulations were adopted by the interim Board of Health in November 2023.  This agenda item is to formally adopt the regulations for 2024.

Consideration and Appointment of Executive Director

Ashley Wilson was hired as the Interim Executive Director of the Archuleta County Public Health Department to serve until January 1, 2024 when a permanent Executive Director could be appointed by the Board of Health.  This agenda item is to formally appoint Ashley Wilson as the permanent Executive Director.
