A.

Consideration Of A Special Events Permit For The Humane Society of Pagosa Springs, Inc.

This is an application for a Special Events Permit for the Humane Society of Pagosa Springs, Inc., to sell malt, vinous, spirituous liquor at the PLPOA Clubhouse located at 230 Port Ave. for a fundraiser on November 30, 2019. The Sheriff has been notified of this event. The proper fees were collected and the premises was posted for the required ten (10) days prior to today's hearing. The financial impact to the County is the fees paid per the County Fee schedule and staff recommends approval of this Special Events Permit.

Consideration Of A Special Events Permit For Pagosa Lakes Property Owners Association

This is an application for a Special Events Permit for the Pagosa Lakes Property Owners Association (PLPOA), to sell malt, vinous, spirituous liquor at the PLPOA Clubhouse located at 230 Port Ave. for a fundraiser on December 7, 2019. The Sheriff has been notified of this event. The proper fees were collected and the premises was posted for the required ten (10) days prior to today's hearing. The financial impact to the County is the fees paid per the County Fee schedule and staff recommends approval of this Special Events Permit.

Appointments to Archuleta County Fair Board

Lisa Vail and Timothy Vail have submitted applications for appointments to the Fair Board for a three year term.  The Fair Board approved their requests and now requests approval from the Board of County Commissioners.

Appointment to Pagosa Springs Urban Renewal Authority

The Town of Pagosa Springs established an Urban Renewal Authority ("URA") on November 5, 2019 which requires one appointment made by the County Board of County Commissioners.  This resolution appoints the County Assessor, Natalie Woodruff, as the county's representation on the URA board for a one-year term.

Consideration of Resolution 2019 - ____ Amending the County Office Hours for December 2019

This resolution allows for the closure of all county offices on December 19, 2019 from 11:45am until 2:15pm so all county employees may attend the County Employee Appreciation and Holiday Luncheon.
 

NEW BUSINESS

A.

Consideration and Approval of DOLA Energy Impact Funding Grant

The County is seeking to supplement existing Justice System Capital funds in order to facilitate the construction of a new courthouse on existing property at Harman Park.  Toward that end, staff are seeking permission to apply to DOLA for an EIAF (Energy and Mineral Impact Assistance Fund) grant in DOLA‚Äôs current award cycle.  The grant, if awarded, would cover 50% of the remaining courthouse design costs and other related professional services, and possibly construction oversight by the architect during the construction phase.  The other 50% of these costs can be covered by the Justice System Fund, which has now (and will have in 2020) sufficient appropriated funds to cover this portion of the Courthouse project.  Funding for the construction phase of this project is only partially identified at this time.  A separate application (requesting $2,500,000) has already been made to the Colorado Judicial Department, Underfunded Courthouse Facility Commission.  Staff intends to seek a second DOLA/EIAF grant for the maximum amount of $1,000,000 in the next DOLA grant cycle should the first DOLA application and the Underfunded Courthouse application both be awarded.    

The grant application itself is long and complex, and is not complete at this time.  It is due to DOLA before the next scheduled BoCC meeting in December.  Therefore, staff are requesting that Chairman Maez be authorized to approve and sign the final application when it has been completed, so that it may submitted by the deadline.

Consideration and Approval of Purchase of LodgingRevs Software

LodgingRevs is a Short-Term Vacation Rentals Compliance software to assist the county in tracking vacation rentals in Archuleta County.

Appointment to Fill the Surveyor's Vacancy

State Statute provides that the Board of County Commissioners shall be the body responsible for the appointment of an official to fill a vacancy of the unexpired term of an elected official.  Three letters of interest were received for the vacant surveyor position and the three individuals were interviewed in a public meeting on November 12, 2019.

Consideration and Approval of Workman's Compensation Contract with Pinnacol Assurance Corporation

The Archuleta County employee workman's compensation package cost approximately $155,000 for the 2019 policy year and was estimated to increase to approximately $177,000 for the 2020 policy year.  Gallagher Benefit Services has provided the County with another option for the 2020 policy year which will cost approximately $140,000, a savings to the County of approximately $37,000. 
Staff strongly recommends approval of this contract with Pinnacol Assurance for the 2020 policy year.

Consideration of Resolution 2019-___ Extending the Deadline for Submitting Applications for Designation of Legal Lot Status

In December, 2018, the Board of County Commissioners signed Resolution 2018-54 which adopted the Archuleta County Improperly Divided Parcels Exemption Interim Test Regulations, which allows property owners of less than 35 acres a one-year time frame to apply for a Designation of Legal Lot Status.  The deadline to submit an application is December 31, 2019. This resolution provides a three-month extension to the deadline.
