Ratification of the Chairman's Signature on a CARES Act Airport Grant Agreement

The Archuleta County Airport was awarded a $30,000 CARES Act grant through the FAA to help offset a decline in revenues arising from diminished airport operations and activities as a result of the COVID-19 pandemic.  This Grant Agreement was electronically signed by Commissioner Maez on June 16, 2020 and certified by County Attorney Todd Weaver.

This document assigns all rights, title and interest in Hangar B5 from Dave Aldrich to Mark A. and Paula A. Byra.

Consideration of Resolution 2020-___ Appointing Kristin Smith to the Pagosa Springs Area Tourism Board

This resolution appoints Kristin Smith to the At-Large-Seat on the Pagosa Springs Area Tourism Board for a two-year term.  This seat was previously held by Nick Tallent, who has relocated to New Mexico.

Consideration and Acceptance of Region 9 COVID-19 Relief Funds for Mountain Express Public Transit

The Archuleta County Transportation Department and Mountain Express Public Transit (MET) requests acceptance of Region 9 COVID-19 Relief Funds in the amount of $6,000.00.  The relief funds, in the form of cost reimbursement, are available to support communities during the COVID-19 pandemic for older adults, through an array of services to eligible consumers in Colorado.  MET, as a designated Area Agency on Aging, provides such services to older adults and other eligible individuals within Archuleta County.  The funds are available from April 4, 2020 to September 30, 2021.

Consideration and Approval of Letter of Acceptance of Emergency Management Performance Grant

Emergency Management Performance Grant (EMPG) has awarded Archuleta County a grant in the amount of $51,000.00.  EMPG is the primary source of federal funding directed to state, local and tribal governments to support all-hazards emergency management programs through personnel, planning, training and exercises.  Program objectives for each applicant jurisdiction include the capability to perform crisis and consequence management tasks.  Staff recommends acceptance of this grant award.  Responsible Staff:  Mike LeRoux.

Approval of Construction Methodology and Release of RFP/RFQ for the Archuleta County Courthouse

This item discusses the advantages of a CM/GC construction management approach and requests approval to release an RFP/RFQ for construction management services for the proposed Archuleta County Courthouse.

This Intergovernmental Agreement with the Town of Pagosa Springs provides the terms for disbursing funds provided by the Coronavirus Aid, Relief and Economic Act, P.L. 116-136 (the "CARES Act").  The total allocation to Archuleta County is $1,203,507 which will be evenly split between the Town and the County
