Every April, communities all over this nation observe Child Abuse and Neglect Prevention Awareness Month, raising awareness of child abuse and neglect while promoting resources to support families. The attached document invites the Archuleta County BoCC to proclaim April 2018 as Child Abuse and Neglect Prevention Awareness Month.

ABATEMENT HEARING

A.

Petition for Abatement or Refund of Taxes

Guy R and Diane B Ludwig - Parcel 5701-181-00-153 - Account  R013077 - 1410 E US Hwy 160 - Abatement in the amount of $2,811.80.

The reason for this abatement is an error in the Assessor's office. There was a newly constructed home that was supposed to be on this parcel, however, the Ludwigs also own the smaller adjacent parcel and the improvements were mistakenly put on that parcel. While the value on this parcel increased from $261,630 to $411,790, the property went from vacant (29%) to residential (7.2%) assessment rate resulting in a lower tax amount.

Petition for Abatement or Refund of Taxes  - in the amount of $2892.08. As of 3/28/18, this will be an Abatement. Robert Byers, Trustee of Alta Futures, LLC, Solo 401K Plan Trust - Parcel 5699-131-05-001 - Account R006178. The current owner purchased the property October 24, 2017. This property is located behind the properties along Lewis St., beginning at 3rd St and ending behind this parcel. It is abutted by the platted but non improved Calumet St.on the other side.The property previously had small adjustments for terrain and access. After an inspection, those adjustments have been increased, along with adding a miscellaneous adjustment for useability due to the power lines and utility boxes located on the parcel.

Consideration of Proposed Purchase of a 2019 Kenworth T880 Pull Truck

One of the existing "pull trucks" (Unit 123) for the Road & Bridge Department is out of service due to being unsafe to operate. 

The Fleet Department recommends replacing the old pull truck with a 2019 Kenworth T880, equipped with a Headache Rack, Load Lights and strobe lights, purchased from Inland Kenworth US, Inc.  This cost $125,516.00.  It was already competitively bid through the NJPA (Contract Number 081716-KTC, dated March 12, 2018).  NJPA has already been pre-approved by the Board of County Commissioners as a State Bid equivalent, which satisfies the County competitive bid requirements.

Consideration of Proposed Purchase of a Mid-Range Plow Truck

This proposed procurement is meant to replace Unit Number 068, which is a mid-range plow truck.  This old unit has numerous electrical issues which limit it's functionality and it has become unrepairable.

Various means of replacing the old unit have been evaluated.  The following were considered:

$194,275   Inland Kenworth US, Inc. (T470 4x4, including up fit costs)

This won a competitive NJPA bid award that would satisfy the County's competitive bid process.  However, it is built with a standard single walled frame.  It would have to be shipped to a vendor to do frame modifications to support the stress of the snow plow.  The truck would also have to be shipped to a third vendor to have the implements installed.  The County has tried this kind of process in the past (on units 060 and 061) and there were significant issues that kept those units out of service (while being repeatedly repaired) to an extent that is unacceptable.

$120,727  ($207,840 with up-fit added)  MHC Kenworth (T470 4x4)

This vendor's price does not include the up-fit of the attachments and would cost $207,840 after adding that cost.  It is the same make and model, with the same frame issues as the option from Inland Kenworth.

$106,269 ($193,382 with up-fit added)  Transwest Truck Trailer (Western Star 4700 4x4)

This is the RECOMMENDED procurement.  This make/model comes from the factory with a double walled frame and extensions, which are designed to appropriately support the weight and stress caused by the snow plow.  This vendor supplies the truck only.  After the truck is built, it is directly shipped to the vendor who would then install the plow, sander and dump bed. 

$87,113  Auto Truck Group  (for attachments)

This is the second part of the RECOMMENDED procurement.  This is vendor who supplies the attachments (snow plow, stainless steel sand spreader and stainless steel dump bed, plus installation labor).  The prices were set under a competitive process that satisfies the County procurement guidelines, being State Bid award number 311001014, Quote 91627 dated Feb. 19, 2018.

The total cost of the new mid-range plow truck (as recommended) is $193,382.  This is the lowest cost of the options identified and evaluated.

Consideration of Resolution 2018- ____ Weight Limit Exemptions on Certain County Roads

Montrose Forest Products and representatives of San Juan National Forest have approached the Board of County Commissioners to request that the County provide allowances on certain county roads for over-weight use by logging trucks.  Representatives of the San Juan National Forest have stated a renewed focus on vegetation management to reduce fire danger, protect watersheds and promote overall forest health, and that in in Archuleta County alone, there is in excess of 15,000 acres of ponderosa pine that is suitable for harvest.

County staff have reviewed the roads in question, and recognizing the limited distances impacted are supportive of the effort.

Consideration of The Award of Monument & Butte Ave. Resurfacing Project

In August of 2017, we bid the Backswing/E. Golf paving project and it came in about $140,000 over the engineer’s estimate, so it was decided not to bid Butte & Monument until early in 2018. The project was bid on 3-22-18 and the new bid was $12,190 or 2.4% over the engineer’s estimate.

This project entails the full depth reconstruction of Butte and Monument. This includes all road base construction, placing pavement, and all drainage work, ditches and culverts, as required to properly construct both roads.

It is expected that both roads will be constructed such that their paved road surface will last 20 years plus if maintained and used properly.

The companies bidding this project were Strohecker Asphalt & Paving Inc., Elam Construction and Four Corners Materials.

Strohecker Asphalt & Paving, Inc. was the low bidder at $519,912.50 and the high bid being $649,534. The engineer recommends that Strohecker be awarded the bid based on the nearly $28,350 difference between them and the next lowest bid, and based on their successful performance on very similar projects on Cloud Cap & Lake Forest in 2016.

This fits within budget allocations for 2018.

Consideration of the Acceptance of an Emergencey Grant Award for the Court Security Agreement/Contract

Provided for your consideration and acceptance of the Emergency Grant for the Court Security Officer. Archuleta County has agreed to enter into a grant with the Colorado State Administrators Office for a Court Security Grant. While all court security grants are annual in nature, this one is even less predictable as it is for emergent situations. It is critical that the selected individual be aware that the funding for the position is fixed (1) one year term.
