This is an application for a Special Events Permit for Skis and Saddles Pagosa Country to sell Malt, Vinous and Spirituous Liquor at the Archuleta County Fairgrounds located at 344 Why 84, Pagosa Springs, CO 81147 for the Skis and Saddles Pagosa Country Skijor on January 22nd and 23rd, 2021. The Sheriff has been notified of this event. The proper fees were collected and the premises was posted for the required ten (10) days prior to today's hearing. This request is to consider a Resolution authorizing the consolidation of Lots 316 and 317, in Lake Forest Estates, to become Lot 316X, owned by Robert and Joan Blaise. This consolidation has been reviewed and is recommended for approval by the Development Services Director. The impact to the County budget includes fees paid per the County Fee Schedule, generally balanced by reduction in property taxes. Responsible Staff Member: Brandon Wolff, Planner.
This request is to consider a corrected Resolution authorizing the reversal of the previously consolidated Lot 22X, in block 5 of Lake Pagosa Park, to become Lots 22XA and 23A, owned by Gregory and Joni Landrum. The lot consolidation reversal was first approved by the Board of County Commissioners on January 4, 2022, however the resolution was missing the new lot numbers. This reversal has been reviewed and is recommended for approval by the Development Services Director. The impact to the County budget includes fees paid per the County Fee Schedule. This annual report provides to the Colorado Department of Transportation the number of miles of streets that are eligible in Archuleta County for HUTF funding. Staff recommends approval of this certification. Responsible Staff: Yari Davis, Engineering Technician.
This Resolution amends the precinct boundaries for Archuleta County Elections. To comply with statute, we have one precinct over the 2,000 active registered voter limit. This Resolution will place Archuleta County into compliance.
This Assignment of Hangar Ground Lease assigns all rights, title and interest in Hangar Site Condor-Z from Thomas R. Wolf to Fred Olson. Staff recommends approval of this assignment. Responsible Staff: Chris Torres, Airport Manager.
This item was tabled from the January 4th meeting. On December 7, 2021, the BoCC approved an Animal Shelter Management and Services Agreement with the Humane Society of Pagosa Springs, but did not approve the annual fee increase proposed in that Agreement. The Humane Society has now provided a revised Agreement which increases the annual fee from $50,000 to $57,500 in 2022, and compounded by 15% each year through 2026. This agenda item is for the BoCC to reconsider the originally proposed Agreement with an annual fee of $62,500 or to accept the five-year proposal.
This item was tabled from the January 4th meeting. An RFP for the low-voltage wiring and other services for the new DHS building was advertised in the newspaper and on the county website. One bid was received and staff recommends awarding this contract to Axxis Audio for a cost not to exceed $66,575 (sales tax should be removed from the proposals).
This resolution authorizes the purchase of the Hughes Pavilion and authorizes the Board Chairman to execute the necessary documents to complete the purchase.
This resolution is a joint resolution with Western Heritage Events Center Inc. and the R.D. Hott Fund Advisory Committee which approves the Rodeo Grounds and Fairgrounds Joint-Use and Development Agreement between the parties.
The Board of County Commissioners have appointments on various Boards and Committees for local and regional organizations. They may appoint other members of the community or staff in their place.
In the past, the Board of County Commissioners ("BoCC") has designated the Director of the County's Department of Human Services as proxy for the CCI Health and Human Services Steering Committee. This proxy form designates the Director as the BoCC's proxy for this committee.
This letter provides the Board of County Commissioners' support of appointing Connie Cook to the Southwest Regional Emergency Medical and Trauma Advisory Council. .
After our DOT Drug Testing Audit, performed by RLS & Associates, in October 2021, the auditor determined that our Drug and Alcohol Policy needed to be revised to comply with all USDOT - FTA drug and alcohol regulations..
This revised policy will satisfy the Corrective Action.
The County Manager is the direct supervisor of all county department heads. This agenda item designates the individual who will be the direct supervisor to the current Human Resources Administrator since she is married to the current County Manager.
This Agreement between the Board of County Commissioners, the Archuleta County Sheriff's Office and Pagosa Lakes Property Owners Association provides the terms for a full-time Animal Control Officer in unincorporated Archuleta County and within the boundaries of PLPOA.
Submitted for consideration is a revision to an existing ordinance. The original ordinance was put into place to establish parameters for the regulation and abatement of noxious weeds. The primary purpose of the amendment is to clarify the terms and conditions of abatement and to adjust the enforcement and penalty fines.
Pursuant to C.R.S. 30-10-307, the Board of County Commissioners ("BoCC") is required to reorganize and choose one member as the Chairman. In the event of the Chairman's absence, the BoCC shall also choose a member as the Vice-Chair.
