Consideration of Resolution 2019-___ Establishing a Location for the Posting of Official County Notices, Setting Meeting Dates for the 2019 Calendar Year and Establishing Days and Office Hours for County Offices to Transact County Business for Fiscal Calendar Year 2019

Pursuant to Colorado Revised Statute 24-6-402, the Board of County Commissioners, at their first regular meeting of the calendar year, shall designate a public postings place(s) for notice of agendas.  The posting place designated will be located outside the building located at 398 Lewis Street, Pagosa Springs, Colorado.  The document board is located on the outside, front wall of the building.

Pursuant to Colorado Revised Statute 30-10-109, the Board of County Commissioners are required to establish the days and office hours for County offices to be kept open for the transaction of County business.  Except for legal holidays, all County offices located in Archuleta County, except for the County Administration offices, shall be open during the hours of 8:00 a.m. through 4:00 p.m., Monday through Friday.  County Administration offices shall be open during the hours of 8:00 a.m. through 5:00 p.m., Monday through Friday.

Pursuant to Colorado Revised Statutes 30-10-303, at the first meeting of the year, the Board of County Commissioners sets the dates and times for Board of County Commissioner Meetings.  The meeting dates and times will be the first and third Tuesdays of each month with the meeting starting at 1:30 p.m..  These meetings will held in the Commissioners Meeting Room located at 398 Lewis Street, Pagosa Springs, Colorado, unless otherwise posted.

Consideration of Resolution 2019-_____ Approving the Archuleta County Fee Schedule

Provided for your consideration is adoption of the Archuleta County Fee Schedule.  The Board of County Commissioners are charged with establishing fees pursuant to C.R.S. 30-11-107.  As has been our practice in the past, any suggested amendments or additions to the fee scheduled are highlighted to ensure transparency in how we represent changing fees.

Consideration of the Appointment of a Budget Officer Pursuant to C.R.S. 27-1-104 For Fiscal Year 2019

Pursuant to C.R.S. 27-1-104, the governing body of each local government shall designate or appoint a person to prepare the annual budget for submittal to that governing body.  The County Administrator has historically been designated as the Budget Officer for Archuleta County.

Second and Final Reading of Ordinance No. 20-2018 Establishing Procedures for Enforcement of the Archuleta County Integrated Pest Management Plan

Attached for Public Hearing and final consideration is Ordinance 20-2018.  This ordinance was approved on first reading at the December 4, 2018 Regular Meeting of the Archuleta County Board of County Commissioners.  The ordinance was published in the Pagosa Sun on December 13, 2018 and there have been no changes to the ordinance except for the Certification page from the first reading.

Letter of Support to the Colorado Department of Regulatory Agencies (DORA) for Broadband Funding

The Archuleta County Community Development Corporation (CDC) and Skywerx are requesting a letter of support from the County to DORA for broadband grant funding.

Consideration and Approval of a Memorandum of Understanding between the 6th Judicial District, CASA of the Southwest, and La Plata, San Juan and Archuleta Counties

Court Appointed Special Advocates (CASA), a local non-profit that is a member of a state- and nation-wide network of programs, provides highly trained volunteers to advocate for children in the Dependency and Neglect system.  A CASA volunteer is appointed as an officer of the court in the 6th Judicial District to provide the Court and other responsible persons with independent and objective information regarding the status of children involved in cases filed under Titles 14, 15 and 19 C.R.S.  Achieving the goals of the CASA program requires the development of a good working relationship with the judges of the 6th Judicial District, LaPlata, Archuleta and San Juan County Departments of Human Services and CASA of the Southwest.  This Memorandum of Understanding reflects the ongoing working relationship of the shareholders.
